Group Says Too Many Inmates Locked Up For Too Long

A nonprofit group wants Virginia to follow the lead of sister states that are cutting costs and reducing prison populations without compromising public safety. The Justice Policy Institute says the Commonwealth is about to exceed $1 billion in annual spending on corrections for the first time in five years. Despite a growing prison population, the General Assembly has rejected proposals to cut prison time for certain nonviolent offenders. The group’s latest report shows Virginia has the nation’s second longest average length of prison stay. The report’s authors list longer sentences, parole abolition, reduced good-time credits and low early-release rates as factors. Harold Clarke (pictured), who became Virginia’s Corrections chief in November 2010, has been reappointed by Governor McAuliffe.
